You used a different method for syncing. I trust AV more than anything else. The song already in sync without the starting offset bpm. Most of the official DDR audio synced without the starting offset bpm are in line with the top of beat waveform filter (orange) like in this pic

oh, it seems i was using a different audio file back from when i synced this song for someone else
regardless, just change the initial BPM in my sync (for the first four beats) to 184.9 and everything will be lined up

your sync is 5ms off during almost the entire song, and there's a brief section during the speedup in which it inexplicably drifts again
a small sacrifice is required; it seems the song itself has the clock ticking positioned slightly differently

After checking your version via AV, you obviously did not turn on waveform filter. Your starting offset bpm alone already ruined it.

I already added an escape character to "#". Try to reload the simfile (highlight the song, press ctrl + shift + r in music select)
