I edit my sm files manually, yes.
I don't have any intentions of changing my StepMania version to edit files, I'm currently fine with what I have, thanks.

That's weird. I see METERTYPE tag in your sm file which I know a 3.9+REDUX exclusive, unless you included them manually. And besides, numbers used in your sm file are rounded off to 3 decimal digits. Vanilla 3.9 always rounds off numbers to 2 decimal digit, which was that editor's bug.
Vanilla or not, my update patch is still compatible with your SM you are using.

I'm guessing you are using SM3.9+REDUX when making your simfiles? Then you should try this update patch. Its update is more on how step editor saves cache and sm files. It produces minimal and more organized sm files now.
