If you place the beats on the vocals you'll have crazy bpm changes (90-150-120-80-135...).
If you use 192nd snap to step accurately it will look messy.
It is possible though, with lots of work and tweaking, to find average values that works fine every 4 beats for example.
Never hesitate to move the beats.
Oh and remember to use the wave filter (hotkey "I").

Problem is, if I can't step to the vocals, then the song sort of loses its purpose. Therefore, I dub this my first DDReamStudio project.

I had a look at the file.
Sync was okay.
You may redowload the mp3 and the sm though because I added 500ms of silence to the mp3 and readjusted the offset.
I fact, the singing in not exactly on sync on every beat, but you can't do anything about that.
All you can do is to focus less the vocals in your chart.
