Wow those ratings are harsh. Did you kick someone's puppy?
The steps are good, although the offset should be -0.051 instead of -0.02. Video sync can be fixed by getting rid of the time stretch, so 1.0 instead of 1.25 in the third field. Seems better synced starting at -0.5 beats, although that might not be exact. Those changes and the simfile is quite good.
