Maybe Stepmania's global offset is incorrect on your end. In most themes, you can correct it by going to Settings > Input Options > Calibrate Audio Sync, or if you trust that a simfile is synced correctly, pressing F6 twice while playing.

Whenever I try it, it synchronizes me well, I don't know why not others. I will check it.
