Looks like all X-Specials has been unlocked since 2009080400 update.

In Bogota, there are 2 DDRX dedicabs:
One at North, one at South
Both are HDX:UAA:2009080400, EDIT OFF, LOCAL MODE
Prices: North: 0.50 US Dollars per coin: 3 songs+extra per coin
South: 0.40 USD per coin: 3 songs+extra per coin
both are from the same operator, fortunately.
