I have tested but not yet bought a Jubeat Qubell cabinet... Which has Jubeat Prop on it. It's not connected to the internet. Is there any way to upgrade from Prop to Qubell?

Try connecting it to the internet and see if that updates it.

You will need the software built inside to at least boot it, to run it you would need an online service, of which you can't technically get.
If you are buying this from Anthony, he will hook you up with everything you need for the machine. If you are buying this from an auction/somewhere that is a distributor not within the 'community' you will be screwed.
