Hmm, I could have sworn I'd seen Korean IIDX videos that accessed LEGGENDARIA charts without needing anything special, but doing searches again on YouTube, I only found one video of a LEGGENDARIA chart on Extra Stage on a Korean version (which was on SINOBUZ). The video did not include the song selection, so I can't see if VIP PASS BLACK was in use or not. I thought non-JP versions of IIDX were supposed to not be affected by the changes made to SPADA to try to tilt more Japanese players toward PASELI? Kinda stupid, IMO, especially since (as far as I know), the LEGGENDARIA folder was freely accessible (as long as requirements were meant) in SPADA before that change.
I don't believe Mystery Scrolls require any eAmusement subscription to buy, since they have their own cost. But I've had a basic one for some time now, so I can't verify that for sure. But for Round1 locations in the US, Mystery Scrolls are 100% required to access the LEGGENDARIA folder, since we can't even access Extra Stage.
One last note: One of my searches uncovered a Korean IIDX video of the new 廿+ chart (played on Final Stage) so that provides the answer as to whether or not non-JP players can access those (the Music List link on the Mystery Scrolls page only lists old LEGGENDARIA charts).

Classic Class folder is lovely, all the songs are always on another, so have fun with "8 dan" that has levels 12/12/12/11

Not all songs are on Another they are on the same difficulty as the time of the release of that dan
It's just that they went with the 8th dan from 10th Style...which at that time was one of the biggest joke ever (Konami made a miss and put the charts on Another instead of Hyper)

There's a number of Q-Pro parts that cannot be purchased from the normal means. I'm not sure if this new thing covers those parts or not.

The New Okaruto is to get the "new" parts which you cannot normally purchase from the Sinobuz pages (These parts were kept and rolled over when you earned them in previous versions, from Lincle to Copula, eg. from all those Step-Ups)

Lastly they have been doing a lot of songs who are esque-tribute to the old beatmania/beatmania IIDX days, and i hope they can't stop doing this because those songs are too good, including this... and dude! i love dj battle songs!

This is currently one of my favorite background videos in the entire series, if not my #1 favorite now. I guess I'm just a sucker for inside references. While I'm currently at school and can't listen to the new song very clearly, what I've heard of the song so far is pretty fun, as well. I'd say this is the best Burza Arts song we have so far!

The video is probably my favorite part of the song, since it's like a modernized throwback. Here's hoping IIDX 25 is gonna be filled to the brim with stuff like that (it better be, considering it will be the 20th anniversary of the first Beatmania/Bemani game)!

It's just you. That thing that sounds like Snoop Dogg is actually a reference to the bonus stage from the original, very first Beatmania title- DJ BATTLE.
It's Beach Side Bunny with BPM changes!
Seriously speaking though, the abundance of scratches made a little more sense when I looked up the original DJ BATTLE, which much of this song is inspired by. (That's where the genre comes from, even) After all, the original DJ BATTLE was literally nothing but scratching, so it was basically Beach Side Bunny before it was cool.
So yeah, the SINOBUZ soundtrack vol. 1 came out last month, and I'm already hyped for soundtrack vol. 2.
