Zooming in backgrounds/videos per song

I'm aware of the universal background fit setting that affects all songs but I'm wondering if there's any way to do this in an .ssc file or something so the zoom happens for a specific song?
Can't find any of these options in the StepMania 5 editor.

What are their aspect ratio? Do you want to your song bg videos zoom to height?

4:3 aspect ratio but zoom them individually to 16:9

Do you mean, you want to zoom them to screen width? (That will crop the top and bottom part)

I had a friend who created a custom .lua file which does just that. All I did was add it to the BackgroundEffects folder in the main Stepmania folder and it will give you the option to do exactly what you're asking for. This was something I did back in Touhou Pad Pack 4 to accommodate both SM5 players (only stretches if you play anything lower than 16:9) and OpenITG players (assuming OpenITG players played in 4:3 since it doesn't work for it). You can find that file called "Format3.lua" (unoriginal name I know) in one of my files hosted here. Just download the custom .zip for it.

Funnily enough, I believe one of the SM5 devs used this to add the option to have videos zoomed in instead of being stretched by default as I remember them reaching out to me about it

I don't use it anymore though since I just decided to make it all stretch to accommodate for OpenITG players now since my files are aimed towards pad players, and they mostly play on that instead. I really don't like how they made the zoom video format the default format though because now I see all videos of people playing my files zoomed in incorrectly instead of being stretched.
