So legitimate question / suggestion -- is the two-week voting period necessary? There's only 20 simfiles submitted right now, and unless another 10 are added last minute that's like, a single play session to go through and review everything. It might be easier to just extend a week-long grace period to contestants who legitimately cannot vote in a certain week (ie. because they are on vacation) and have everyone else adhere to the one-week period. That way, all you're doing is delaying the results if we need to wait a few days for someone to vote, and you don't have these confusing overlaps that are going to be created by this system.
