I'm glad I asked about BPM drift counting as tempo changes. The song I'm going to submit is so drifty that it's most likely going to be the most difficult sync I will have ever done. I'm keeping my fingers crossed about getting it right.

When I saw that this week’s theme was SM5 scroll gimmicks, I decided that I would make use of Earthworm. I was at a loss for what to step for a while, until I went to shower with the Dancerush Stardom soundtrack in the background, and I heard the drop of Disco Nights. A lightbulb lit up in my mind, and I completed this simfile in a day.
No SM file, y’know, because of this week’s theme.
PS: The simfiles fulfill all 5 requirements, not just 2!

Fulfills "at least 2 seconds of stops" and "at least 4 speed changes" (and technically "minimum BPM is 1/4 of maximum BPM" too, but the speedup is so short that you could say this one is debatable).
