For me, it has to be astrogazer . The song is great and the chart is so much fun to play. It's a little difficult but still very easy for a 16 and not at all draining.

For easier charts, it'd be B4U. I find it to be just such a good chart that's fun to play, I consider it to be my benchmark for level 10s.
For harder charts, MAX 300. Memes aside, it's a good chart. It's not technical, but it's fast. The main deciding factor is your stamina, and I consider it to be the entry-level boss song.

I have lots of favorites, especially on Double mode. But if I were to name any chart I absolutely adore and would recommend to any player, this was the very first one that came to mind.
Polovtsian Dances and Chorus D-
I feel like this one flies under the radar for a lot of people. It feels simple and not overdone in any way, yet it has such a wide variety of common double play movements and executes every single one without flow issues or ambiguous direction facing. The chart being light on jumps also helps people who are trying to learn these movements. While a lot of the newer charts can lay claim to the same, the song gets bonus points for existing as early as STRIKE (CS) and SuperNOVA (AC), meaning you don't necessarily have to play on a new cabinet to practice this chart.

Tough to pick a single favourite. I can already envision like 10 or 12 charts in my head that are fantastic, but i'll narrow it to one.
PSMO flows like few high level charts do, and like few charts in general do. Every piece of the chart accentuates the hard, driving elements of the song and keeps you on your toes (figuratively/literally) for the duration. So long as you have the stamina and proper footwork, it'll carry you along for the ride, it uses the MAX 300 formula of draining stamina throughout while keeping patterns relatively simple to read and understand, then towards the end turns it up a notch. It's tremendous as a boss, relentless but not impossible and even though it doesn't let up much in terms of draining your stamina throughout, it doesn't do much to trip you up with gimmicks that you can't predict or patterns that will cross you up. There's plenty of charts harder than PSMO, but how many do a better job of providing the player with a challenge that flows as smoothly as this?

As far as easier charts go, Desert Journey . I enjoy how well it goes to the music while not going overboard at all, and it's a really good warmup song.
For harder songs, Illegal Function Call . The fact that it throws basically all of the hard shit at you in the beginning and gets easier towards the end is a nice change from the usual formula, and I find its patterns to be pretty damn fun, which is not something I can say for too many songs in the 16 - 19 range.

I'm gonna have to go with smooooch . If you play it how it's intended, it follows the dance very well and it's just a lot of fun to try, even if some parts are a little too much (those spins toward the end for me).

For single play, Break Down! . It's not too hard for a 9 but is quite the challenge. The notes follow the music and is fun to spin around. My favorite part is apparently the most painful part, which is the bridge where one foot is on the freeze arrow while the other steps the guitar hits.
For doubles, Toxic (FT Company Edit) . Alternating steps that flow across the pad and gallops at a good pace. For now, I can't think of any other doubles chart that can top this as my favorite (Not even Tino's White Horse, Flowers, Cow Girl and In the Navy)

Rated by level (15 to 18):
15: roppongi EVOLVED ver. A, B, C (less so D), all on : they really do pretty much everything right; the 16th patterns aren't stupid, the relatively few crossovers are generally all fair, and the ending gets to ramp up to some pretty serious footspeed for the level. These three are how I got into the level 15 range; I actually enjoyed grinding them again and again (mostly failing) until eventually I worked up the foot speed.
16: REVOLUTIONARY ADDICT : This chart is a serious stamina drainer but I honestly love it; it's probably my personal favourite 16 footer. The only thing I don't like about it is the random 696 jump; but really once you've memorized it (it only goes that fast once and it's just a UD jump) it's not too bad.
17: This one was a tough call, but honestly my personal one is POSSESSION ; It's easy for a 17 but it has pretty much zero bullshit (and both slowdowns are relatively easy to read), the patterns are all nice and it has lots of jumps but it manages to be fun instead of infuriating like a lot of jump-heavy things tend to be
18: Come To Life is honestly one of the few 18s that I don't mind grinding over and over, similarly to roppongi EVOLVED up there. That alone makes it my favourite 18.

Ishtar CDP, hands down. Ishtar has an amazing set of charts all around and the Challenge doubles is a complete blast to play. Full of twists and excellent use of shock arrows to add tension.
Followed by Reach The Sky, Without You DDP.
Other fun charts I love are smooooch CSP, One Sided Love CDP, Beanball DDP, MARS WARS 3 ESP, Saturn ESP, Dancer in the Flare DDP, and Cosy Catastrophe EDP. I am definitely forgetting some.

15: ZETA ~素数の世界と超越者~ 解説 : although it's not a hard 15, I love the progression of the song, and the chart flows nicely. The second-half of the chart is where things get interesting, and stream-y. Overall my favorite 15.
16: Pluto : I love song and the gimmicks this chart has to bring, and the difficulty is just right. The easy - hard - easy patterns that occur during the first and last portion of the song is a nice touch. The chart in my opinion, flows better on LEFT/RIGHT turn mods.
17: Idola : This chart has everything I love: streams, irregular patterns, jumps, freezes, and crossovers. The song is amazing, and the chart is as well. My favorite part would be the second half, and the mix between 12th and 8th note crossovers in the middle. This too is one of the hardest 17s in my opinion.
18: New Century : I know, this is a generally disliked chart/song among the EXTRA EXCLUSIVEs. I love the play on freeze arrows, and the challenging patterns throughout. The arrows are placed nicely, and have a nice flow. All time favorite is still Spin The Disc. Can't beat the perfect groove + simplicity.Favorite double chart that I've never seen mentioned is Yozora No Muko's Double, which is just tons of fun to play.

Some favorites of mine...
Even though I don't like the song, the chart for Maware! is great. They really thought out how to format the chart there, and it's also a good freestyling song for me.
Cosy Catastrophe would've also been a chart I'd enjoy, if I had a DDR A near me.
