No there wasn't, this is the first UNIVERSE game in that region.

No, there's only twenty-ish Chinese songs, but more than sixty English songs. Apparently, there will still be a rather full songlist with 80+ tracks.

I have seen an Asian Universe 2 release and I recently saw a Korean Universe 3, but neither one had any localized material inside as far as I know.
