I'm rather clueless when it comes to anything regarding Microsoft's series of gaming systems. Anyhoo, on to the question.
Am I able to play Japan Import games on an American 360?
I'm aware that Wii has the Freeloader, and the PS2 has multiple mods available, but Google has failed me and I'm eager to play this one Japan-exclusive game for the 360.

Ah, I see.
The game I'm looking for hasn't been tested... Oh well. That's $30 I can waste on importing a game that I might not be able to play.

I Have 2 consoles. If the game was not released in the U.S. then it wont work on your console (like The Idolm@ster, and EveryParty). Some games, even if they are in the U.S. wont work either (like Conan, Eternal Sonata, Bullet Witch).
So really no, you can not play japanese games, on a U.S. 360, if you really want to play a japanese game (like me), you will have to import a console.
Also the Idolm@ster is a pretty awesome game, its like Boom Boom Rocket

i've seen plenty of region free 360 games on play-asia, and quite frankly, them > you. no offense, but i think they would know. the games you listed might not be region free, but that doesnt mean that no game is.
