Some of the official simfiles have misc. png images within the folder such as CANDY heart having the Heart picture so that stepmania can read it.
Is there a way to include those options to upload the char images instead of uploading a custom zip? I ask because I see that the official simfiles have them without it being a custom zip.

Do you mean like cdtitles? Because that would be cool.
I'd like to encourage all authors to come up with a unique cdtitle, even if you don't do graphics well, and use it for all your simfiles. That way, when I randomly pick something out of my massive collection, I know who made it, without having to go to folder sort.

Those '-char' files are for Dance With Intensity, not for StepMania.
StepMania auto-correct some songs with the proper characters. A file called 'translation.dat' has the specifications of what song has StepMania to change.
The '-char' files aren't necessary on SM because the .sm format admits Unicode, so you can put simbols or other type of characters (like japanese characters).

I never knew that it was for Dance with Intensity. Thanks for the info
But then that brings up another question. GiriGili from SuperNova2 has the name in Japanese and its translation under the titletransliterate in the sm file. When I select the song, however, it has it translated. I did press the F9 button to toggle between the two but it doesn't change to the japanese title for some reason.
Do you have any idea why? 'Cause it's annoying me

That's because your theme doesn't support the 'Monzen Yakura' kanjis. Using a theme like the CyberiaStyle theme series should end your problem
