Hello everyone, how are you?
I'm making a theme, and I need help in a part with the lifebars. The question is:
Is there a possible way to make the "over" bar of one colour for player one and another colour for player two?

The relevant source code for 5.0.x is here.
My limited ability to read C++ leads me to believe that your the answer to you question is no. If you were hoping to do something like...
./YourTheme/Graphics/LifeMeterBar over P1.png
./YourTheme/Graphics/LifeMeterBar over P2.png
...the engine's source code is not written to allow that.
You could opt to not use the engine's LifeMeterBar and instead create your own LifeMeter(s) using Lua. Simply Love does this, and it got the idea from the Moonlight theme.
If you are not comfortable with Lua, however, I would not recommend this as a place to start learning.

Yes, as dbk2 have said is not posible, via regular theming, you have multiple solutions, but the easiest one is to skip/remove the LifeMeterBar over image, and via lua loading the overlay image, you could do it in Gameplay decorations or Gameplay overlay, that depends of your lifebar codings.
