I heard that the feature of changing time signatures of songs was removed a while ago. I made this thread to ask if anyone knows why this feature has been removed. I was hoping to utilize it when I created my chart for "White Room" by Cream, a song that contains sections in both 4/4 and 5/4 time signatures.

For Stepmania? I don't believe they removed it. It's should be a part of the .scc format, if it isn't available to edit in the in-game editor, you'll have to change the settings manually in the song's data file.
#TIMESIGNATURES:0.000=4=4;
It should look like that to start out with. I'm guessing the 0.000 is the time within the song, and the 4=4 is 4/4 time. I might be wrong, so I suggest you experiment with it a bit.

I tried that, but once I opened the chart in Stepmania, it didn't do a damn thing.

As far as I'm aware from using it, it doesn't actually do anything; measures remain at 4 beats long.

Huh. Well, I haven't really tried messing with it, so I'm glad I've learned this.
As a side note, working with time signatures shouldn't be really necessary unless you like the measure markers in the editor to look clean and organized. Doing so is impossible if you're using some stop gimmicks though, so it should probably be fine.
