Since beatmania IIDX 17 SIRIUS came to my town on May 15th 2017, I start practicing on the IIDX play and improve with it before trying 24 SINOBUZ on Manila, Philippines.
However, the SIRIUS song list and courses are still under beat #1. The cabinet doesn't have eAMUSEMENT PASS reader and the arcade center doesn't connect to internet. I'm unable to find anything on internet about how to unlock Party Mode songs, jubeat×beatmania IIDX APPEND STYLE songs, and PARALLEL ROTATION songs.
Is there a way to unlock them using Service Mode so that it will become beat #3? Thank you!
P.S.: Its neighboring brother pop'n music 17 THE MOVIE is fulled unlocked (Stardust Wanderers and Ongaku), by the way.

No. Every version since IIDX RED has relied on the eAmuse network for unlocks.

Even if eAMUSE was up, you'd meet a wall with the DistorteD Parallel Rotation songs anyway, which require visiting several arcades to access the songs, which would permanently lock you out of getting Almagest.

It's so sad. No 水上の提督 (Short mix from "Gensou Suikoden V”), bass 2 bass, IN THE NAME OF LOVE, EXUSIA, Dazzlin' Darlin (Akiba Koubou Mix), and Almagest. 
Accessing to Bad Maniacs as OMES is very difficult to get.
Well at least there are so many songs to explore and enjoy as possible. ^^
