Update 2016/04/14:
- Replaced Common Normal font
Supports Basic Latin only. Kanji/Kana coming soon.
- Replaced Menu and credits music.
- Used as more appropriate placeholders
- Added a screen attract screen
- Still incomplete
- Replaced failed and cleared screens

And you're correct. It was used as the default theme in SM4 CVS. It was dropped for the SVN versions and replaced with Stepmania Candy Store Edition.
