Pick one of the following options:
1. Every song. NO exceptions.
2. Almost every song (>90%)
3. Most songs. This is how ITG did it (70-90%)
4. About half of songs,newer DDR Mixes(50-69%)
5. A decent amount of songs but less than half (25-49%)
6. A few songs, like in Extreme (10-24%)
7. Very few songs(<10%)
8. No songs.

If most of the boss songs have Challenge chart, why not the easier songs, right?

yeah, the difficulty exists, but there's no reason for it to be there for every song
should be used for when it's really necessary
and tacking a hard chart on easy songs is not a necessary cause
if it's used to explore a certain idea or pattern or groove or whatever, that's fine
if it's used to follow a bit more closely to the song, that's fine too
but it should be a limited thing
honestly, ever since the difficulty was introduced in MAX2, we've been spoiled. now we expect every song to have one, and i think that's a shame. should really be used as a bit of flavoring, like a nice dash of parsley.

Fire the step artists. Hire good ones.
Make some good charts.
If it's too hard for you, then play an easier one.

With the trends of poor or just plain silly charts as of late, #5.
If we get really good steps for once, #2.

Oh, tough choice. My heart would say #1 because of me being a sucker for hard charts... but my brain says #5. A few oni's aren't that bad, as long as they actually ARE a harder version of a heavy. (I'm looking at you, SAKURA). I'd also like to see more boss songs have them. Say, if we have a song that's a 15 or 16 on heavy, or is an EXTRA STAGE-ish song that has a lower rating, then an even harder oni would make the song definitely fall under the boss song category in my mind's eye.

4-5.
If wanted to stand in the middle of the pad and vibrate all day I'd buy a pneumatic drill instead.
(Real answer: yes, more difficult charts is a decent thing and a sign of the times, but I like a chart having a Challenge chart to be a special thing, giving everyone one would dampen the novelty somewhat). Also some songs flat out don't warrant them, adding one would just cram fake difficulty in there and the same people that complain now about a lack of Challenge charts would complain that they're all shit.)
Also it's amazing that this discussion only takes place on this side of the Pacific. I've heard that the Japanese really don't care in general.

If the Japanese don't care in general, then does it really matter how many songs have challenge charts? Still, I would choose option 5 or 6.

1 or 2
If the song's too calm for hard charts, just have the difficulty steps between the charts be smaller. I see as more of a 5th difficulty level, rather than a "special difficulty" for boss-esque charts. Especially wacky/hard charts tend to get their special status anyway.
Edit:

Also, I haven't been following DDR nearly as much as I used to, is there Edit on 2014? If so, then it probably gives more of a reason to not Challenge everything, because that way if people want a challenge chart for a song, people will edit one in.

From what I recall, 2014 only has edit mode when the cabinet supports it. (I.E. X-cabs)

There is no reason for not creating fully charted songs. Sure it's nice to anticipate which songs might get a challenge chart or whatever, but at the same time, there is no reason for every song not having one. A better question would be which challenge charts should have shock arrows. As it is now all of the 18s on Expert and most 17s on Expert have challenge charts.
As it has already been stated, can't do the challenge chart? Then don't. No one forces you to play charts you can't do. I'm sure most casual players can't play Valkyrie Dimension Expert well but I doubt they'd demand it's removal due to the difficulty. Same is for challenge. The benefit of more challenge charts helps to fill much needed gaps, especially in the 13-15 range and would help give variety to players constantly looking for a small incremental difficulty jump. And Konami, just think of the money man. Think about whales like me and other completionist who would revisit all the challenge charts to old songs.
TL;DR- There's no reason not to.

One other thing to mention:
I believe that any and all BEMANI crossovers that have been shortened in length should be extended to their original cuts, and that their charts should be adjusted as well. Not only that, in the case of other versions of songs based on difficulty, there should be separate charts for those.

6 would make challenge charts more ~special~ when they do appear. I kind of liked how Extreme did it purely for nostalgic reasons. "Ohhh this song has a challenge chart; what a pleasant surprise!" Then you have ones like Sakura and the newer shock arrow charts that are oddly easier than the expert charts.
At the same time, it sort of doesn't matter... just make quality charts? I guess I mean to say it's hard for me to care about harder, harder charts when I can't cross the boss song gap (15-16ish to 17-18ish) without, erm, a sprinkle of ITG/Stepmania streamfested songs. Not to say they're more or less quality, but I gotta mix it up to progress, it seems.

If we're not going to have Challenge charts for every song, why should we have Beginner for every song? Or Basic? Why not just have the one difficulty? IT'S ALL ABOUT CHOICE PEOPLE
