Hi, I have trouble making some banners and jackets for DDR. Does anyone know a program so I can create these charts?

I'm assuming you mean to make custom graphics...
To make a jacket or banner, simply outsource an image, add text (song title/artist), crop to an appropriate size (256×80 or a multiple thereof for banners, a square for jackets), and save in the .png format.
I would recommend GIMP, and user Telperion has a tutorial here

Remember: StepMania accepts BMP, JPG and PNG images, 320x240 or multiples for BG, 256x80 or multiples for banners and 256x256 or multiples for jackets and CD's.
