To be quite honest, I think it's asking a bit much. Having all those games available as digital downloads is probably impossible due to copyright and licensing issues.

Sega failed with Dreamcast due to a lack of third party support and mediocre lineup along with insufficient marketing clout against Sony. Now that Microsoft's in the picture, Sega acts as a third party, and Sega haven't been in the hardware business for a sesquidecade, there is literally no chance a console would happen. There's hope, and then there's just naivete.

Why put up servers to host games that cost tons of money due to licensing, just for a LIMITED EDITION CONSOLE? It'd be a lot more preferable to put up these games on Steam. Most modern pc's, even low-end, can run the couple of Dreamcast games released on PC and Steam anyhow. Also emulators.

As a Dreamcast fan since August 2001 (and has one in his room), I have to say no because of what is being requested for this. The first thing I think of is Dreamcast Collection on the last-gen consoles, and it didn't seem successful enough to warrant a 2nd volume of games or DLC (like Jet Set Radio and Hydro Thunder) bundled as a new collection.
The GD-ROM drive was a proprietary medium and not in production anymore (i.e. only on the Dreamcast). To start up production of an obsolete medium these wouldn't be profitable on that basis.
The petition also wanted to attract indie developers to the new DC, so why not use the original Dreamcast itself? There are still developers who make CD-based games for the DC on occasion. Every once in a while I see a Katana SDK up for sale on eBay, so an aspiring developer could grab one, find programming resources online, and start making games. Apart from that (a collector would most likely buy the devkit), it would be tough to put together an entire development kit from scratch unless something simple was used, e.g. a la Unity.
A console project with all these features would take a lot of risk for a company. At least Shemnue 3 is being funded with support from Sony; I wish I would have backed it after it was announced at E3. On the other hand, it's nice to see another fellow DC fan in here.

This is a lot of work for a console that is over a decade old, especially when you consider that Sega hasn't had experience in the console industry since then. It's more than just what the fans want these days; it's what will sell to a mainstream audience as well. Frankly, I doubt the average child would prefer to play something with old polygonal graphics when they could have realistic shooters of today. You also have to keep in mind that Dreamcast games have been discontinued since early 2000's, so with no new hardware for the console to keep consumers attached, the fad will fade away after time.

I have a Dreamcast as well, and I would really love to see how this would actually work; licensing aside, do they even have permission from Sega themselves? Otherwise, this is going to get shut down in a heartbeat, unless the patent on the system itself expires (in fact, I read somewhere a year ago that the reason why the Retron 5 doesn't have N64 support was because the patents on the system itself were still active til 2016 or something like that).
I realistically don't think this is going to go far, but I wish them the best of luck. ^^;

Why would it be made limited edition in the first place? Sega's already not in the best financial state, so it would make sense to have it as a full time console rather than just a novelty. Though to be fair, it could end up like the Saturn and put the company into a bigger hole if released to the market in retail like the aforementioned console. I don't see this benefiting Sega at all, nor do I think that there's a need for it.

The petition is asking for Sega of America to do it, so at this point they're just trying to get a new dream console (no pun intended). Regardless, it doesn't give anything specific production or licensing plan.

The only bit of evidence I ever saw that this was a thing was this UI mockup where they showed a Steam Big Picture-esque design that showed a library of games that showed off what the game library would look like ( it showed examples like Shenmue 3, Sonic Adventure 3, Yakuza, etc).
Edit: Found an image of the UI concept:
NGL, the idea of a "Steam Machine" that essentially functioned as a modern Dreamcast that read the GD-ROM discs, bundled with slick-looking wireless controllers, and had an online store where you could purchase and download Dreamcast and Sega-published PC games would've been so cool.
Not to mention, as the people in the video above mentioned, it would've been technically possible to license an aftermarket console from Sega (i.e. the Genesis plug-n-play console that comes with 80 games that you find at Rite Aid or whatever), but aside from not getting Sega's blessing/permission, there were two big problems with this: some people were expecting this to be an actual console in a similar fashion to the Big Three, and the right people weren't hired to actually get this off the ground, plain and simple.
