So, I've been wondering this a lot, and I searched on the internet,
but I can't find anything about it.
If I dig into my Stepmania song directory, and then modify a song name by inserting symbols,
but if I go ahead and start Stepmania, the symbols doesn't seem to be alright.
For example, if I insert this symbol -> ☆
It would show up as this. -> !8
I don't even know what was happening. Any help would be very appreciated.

After you insert any symbol, go to Save As, select All Files, set Encoding to UTF-8. Be sure that your step file preserved the original file extension (sm/ssc). Save.

Yeah, ANSI encoding doesn't include special characters such as hearts, stars, or any Eastern symbols. Always stick with Unicode-8 when saving any SM or SSC file via a text editor.

I wonder why until now, SM5 doesn't forced save using UTF-8 encoding in SM editor.
