This is just a guess, but I'm guessing that you are using Stepmania 5 and the Extreme 2 files only have .DWI and no SM/SCC files are in that pack.
The quickest way to solve this problem is to first download SM 3.9 (or any non SM5 build). Put the song packs in and load the game. After loading, go into the editor and when you load every song, just save the file and it will create a SM file (and possibly another DWI file, but you can just delete those). After getting all the SM files you need, load them back up in SM5. (Optional, do the same thing again in SM5 and it will create a SSC file too. Not needed to play the simfiles, but if this pack gets jackets added, you will need the SSC file, but as of now, no one has made them).

Thank you, I have put the songs into my old 3.9 and now the songs work in SM5. You deserve a Internet Cookie

More recent versions of StepMania 5 should have a working DWI loader, if not, that is a bug, and at least in my experience recent versions will load them just fine.

Recent SM5 should load DWI just fine: https://github.com/stepmania/stepmania/blob/master/src/NotesLoader.cpp#L49-L51
And by "recent" I mean "anything since 2010", since that's how far back the history for that file goes, and that code has been in there the whole time.
Edit:
Except for beta 4, which had a bug I forgot about.
