I was wondering when you set up PASELI to be paid with your credit does it have to be a credit card from japan?

Why do you want to know? I assume you live in the United States and Paseli is not supported outside of Japan anyway.
Otherwise, I don't know which credit cards can be used since I've never used them to pay for Paseli; I just found it easier to pay with cash through Paseli charge/top-up machines found in some arcades (if you're in Japan, that is).

Yes, you need a credit card from Japan. Otherwise, you can get Paseli by using Bitcash via 3rd party seller like this one:http://www.sutowebmoney.com/
Do note that they will charge a sum of fee/service charge/whatever you call it.
Bitcash 2000 for 2650¥, & Bitcash 5000 for 6150¥

Its because ill be going to japan soon so i wanted to know.

So all i do is is make and account and this will work as a card that would be based in japan. The thing that confuses me is the whole points thing and how that works with PASELI.

I wouldn't bother with a credit card. Just go to the charge stations at every Round 1 and put in 1000 yen bills to get PASELI. Much easier that way.

Yes it is

We have paseli points in the UK at our arcade, we give the guy £5, he gives us a paseli voucher, we type the code on the site provided for us and we get 10 credits to play

What AaronRoberts said only works out of official eAmusement network (out of Japan and Asia), which is Programmed World.
Otherwise (and since you stated you're going to Japan), you'll need to follow what everyone else said already.

I don't know if you think you're being funny or whatever, but you're just adding confusion to the mix. PASELI is NOT SUPPORTED OUTSIDE OF JAPAN. That is a FACT. Just because PW set up something which imitates PASELI (just as they set up something which imitates eAMUSEMENT) does NOT mean that they are the same thing.
It's honestly terrible how much people on this site equate PW and eAMUSEMENT / Credit Points and PASELI. It's ok to ask about the differences; it's not ok to assert that you know information thinking you're being helpful or funny when in reality you're just contributing to the problem.

of course it still uses the word PASELI on the machine, duh. Do you expect them to change every instance of the word "eAMUSEMENT" and "PASELI" so that you understand it's not the same as the real thing?

Sorry for not knowing how it all works exactly, I don't expect people to change names and stuff, just when we go to the arcade, when we want paseli, we go and ask for paseli, I know it as paseli... whether its imitated or not, it still works the same.
It's as silly as saying "theres no DDR 2013 out of Japan, you don't have an official cabinet, and its not running on konami's official network"

And as for your analogy, no, it's totally different. The 2013 that people are running in arcades isn't a replica or a clone of a service. It's the actual thing. Data copied straight from Japan. Without DJH, the game would still fire up in a cabinet, but throw network/security errors. PW and Credit Points, however, are not the real thing. Getting a score on PW doesn't upload it to eAMUSE or vice versa. So no, you don't have PASELI at your arcade. You have Credit Points. Take note of the difference. It's important.
