Making edits in CS 5th Mix

I'm making an edit for MOONLIGHT SHADOW in 5th Mix CS using a PSX emulator for Android. However, I realized that the 1st measure of the song is labelled as 2, the 2nd as 3, and so on. Is the starting point actually the 2nd measure of the song, or is it the 1st measure of the song, just mislabelled?

also yes the 2nd measure is actually the 1st measure a lot of ddr songs do that idk why though
