I am having another issue running a new installed StepMania. I just installed Stepmania 5 Beta 3 and it requires d3dx9_35.dll which I already installed. But for some reason, it still does not work and I tried restarting my computer and it still gives me this error.
Or in other words, the DLL required for Stepmania 5 to work is missing even if I have it installed.

Are you absolutely certain that you installed the (x86 version of the) 2012 redistributable?

Just download the required file "d3dx9_35.dll" and put it inside SM5's Program Folder (where the main executables can also be seen).

Grab the address path of your SM5 B2 folder. Go to Preference.ini from your SM5 B3, look for AdditionalFolder and at the right, just paste the grabbed path.
