There probably is one (like the one you mentioned), but if it's on PC then to some degree it defeats the prupose of what the gameplay was about, which is touching the screen in time with the music (even though the jubeat PC game can get away with it, try doing it on a regular keyboard).
The only REAL simulator would have to be Reflec beat + on iOS. Outside of that, it's not going to be the same.

With the rise of PC based tablets and touchscreen monitors, you'd think there would be a touch based simulator for Rb out there by now.

It's stuck on AutoPlay. Is there any way to actually play it or is it just like Jubeat Analyzer?
