According to the master song list on this here site, http://www.zenius-i-vanisher.com/ddrmasterlist.txt, Hottest Party 3 was going to have a HUGE song list. But, I noticed a few things in that section of the list. One thing I noticed is that One Step At A Time, which as we all know was in the final game, was going to have the subtitle "Nevins Radio Mix". That means Jason Nevins has yet another song for DDR. Another thing I noticed was the 4-letter code "ensi" was missing its song title. I have no idea what it could be. Yet another thing I noticed is the song "Graviton". As we all know, this song got scrapped. But I'm wondering if it's the same "Graviton" by TIME CAPSULE LAB from Guitar Freaks & Drum Mania XG3. I highly doubt it, but a theory is a theory. The final thing I noticed was the song "Right Here Right Now". If that's "Right Here Right Now" by Fatboy Slim, that would mean that he would've been the only licensed artist with 2 songs in the game. Can anyone confirm or deny any of my theories?

First off, your link isn't working; you might want to fix that if you can.
To play devil's advocate, there are a few songs that could plausibly be referring to: "Right Here Right Now" by Jesus Jones or BWO. Not saying it would necessarily be one of those, but considering the song you propose was already in Dancing Stage SuperNOVA (PS2), it seems a bit of a stretch for it to reappear in a different console generations away.
That is, unless the master list has more examples like that. But I won't know unless you can fix that link, so please try!

No, it wasn't planned to have a "huge songlist". There are plenty of songs in the master songlist that never made it into the final game dating all the way back to at least SuperNOVA. It's not been uncommon to see unused licenses pop up in the master songlist everywhere.
There were a huge amount of KOs added to the master songlist around the time of X2/HP3 CS. Most of the KOs have slowly been trickling in over the years and even DDR 2013 has some of these songs (Everything I Need, Ah La La La, Hoping to Be Good etc.).
