Make a new difficulty system for DDR.
How many difficulty levels are there per song, and what are they called?
How are difficulty levels rated, how it maps to the old scales, etc?

Mine:
Difficulty Levels:

Novice
Super easy difficulty level. No jumps, freeze arrows, or non quarter notes. Scrolls at a constant rate(like ITG Novice). Easier than beginner.
Equivalent ratings: 1/1-2(X)
Easy
Charts between Beginner and Light. Mostly quarter notes.
Equivalent ratings: 1-3/2-5(X)
Normal
Mix of Light and Standard
Equivalent ratings: 3-6/5-9(X)
Hard
Mix of Standard and Heavy
Equivalent ratings: 5-8/7-11(X)
Expert
Hard heavy songs and easy ITG Expert charts.
Equivalent ratings: 7-10/10-15(X)
Challenge
Really hard stuff - Like boss songs and ITG Expert
Equivalent ratings: 10+/15+(X)
Controller
Hard chart intended for play on a controller or keyboard - not included in arcade versions.
Bonus
An extra chart for a song - Old versions, experimental charts, shock arrow charts.
Your Edits - any edits you have loaded in the machine.

Rating Scale
The new rating scale is a 2 digit number from 00 to 99.

00 - Song with no steps. Chaos Beginner cut. 1,2 Step beginner is a 01.
05 - Typical old beginner song (X 2)
10 - 2
15 - 3
20 - Mid 4
25 - Mid 5
30 - Mid 6
35 - Mid 7
40 - 7/8 Borderline
45 - Mid 8
50- Waka Laka, Witch Doctor
55 - HVAM, R & P, EE
60 - Max 300 Heavy
65 - Maxx Unlimited, LOM
70 - PSMO, SMMMChallenge
75 - RDA 17's on Heavy, FAXX, PR Heavy
80 - FAXXO, PHO
85 - 888 oni, possession Challenge double, DEGRS
90 - VDO, PRevo, Chromatic Blitz, Reaf
95 - Destination (the 15), The Missing Challenge, One More Lovely KB chart
99 - ITG 16-17

Learning Mode

One note per measure, nothing else.
Scrolls at C100.
Equivalent Ratings: 1 (both old and new)

Beginner

Easy charts. Only up to 2 notes per measure, only jumps allowed are LR/UD.
Equivalent Ratings: 2 (old), 2-4 (X)

Easy

More challenging, but still moderately easy. Introducing Freeze notes. No 8ths on anything faster than 100 BPM. Just Quarters.
Equivalent Ratings: 3-4 (old), 5-7 (X)

Moderate

Same as above, but with 8ths. Introducing Crossovers. Occasional 16ths on anything slower than 80 BPM.
Equivalent Ratings: 5-6 (old), 8-9 (X)

Superior

Introducing harder patterns (F.E. LURLDR), Occasional 16ths on anything slower than 195 BPM.
Equivalent Ratings: 7-8 (old), 10-13 (X)

Hard

Constant streams, 16ths become more common. Learn do deal with speedchanges and stops.
Equivalent Ratings: 9-10 (old), 14-16 (X)

Very Hard

Mines introduced. 16ths become existent at speeds up to 240 BPM. Jumpstreams.
Equivalent Ratings: 10 (old), 17-19 (X)

Challenge

24ths, 16ths up to 250. Jumpsteps become more relevant.
Equivalent Ratings: 10 (old), 20 (X)

Bonus

Extra chart. Can be as hard or easy as it wants to. Charts can serve a speficic purpose (MAX2 Oni Charts)
Equivalent Ratings: N/A

Rating Scale

Apperantly, 1-90.

1 - 1, 2, Step Beginner
2-4 - Non-Boss beginner charts
5 - Mid 2
6-8 - Mid 3, Boss beginner charts
7-11 - Mid 4
12-15 - Mid 5
16-18 - Mid 6 (1,2,3,4,007)
19-21 - Borderline 6/7 (Drop The Bomb, Akiba Drift)
22-26 - Mid 7 (BUTTERFLY Oni)
27-30 - Borderline 7/8 (SUNKiSS DROP, DYNAMITE RAVE B4 ZA BEAT MIX)
31-33 - Mid 8 (LITTLE BITCH Oni)
34-36 - Borderline 8/9 (WAKA LAKA)
37-40 - Mid 9s (SO DEEP, RHYTHM AND POLICE, TLOM Standard)
41-45 - Borderline 9/10 (Arrabiata)
46-52 - Mid 10s (MAX 300, MAXX UNLIMITED, B4U (VOLTAGE SPECIAL))
53-57 - ITG 11s (Xuxa, Hardcore Symphony)
58-63 - ITG 12s (Bloodrush, Delirium, Euphoria)

My Scale:

Beginner = Very Easy Mode
Rating scales are 1-3 like normal.

Light = Average
Rating scales are 2-6, sometimes 7.

Standard = Medium
Ratings scales are 5-9.

Heavy - Hard
Rating scales are 5-10.

Challenge - Master
Rating scales are 7-12.

Most of the scales are the same, but lets explain the difficulty.

1 - Very simple, never contains 8th notes or anything else.
2 - Simple, but can have more arrows in a row. Still no 8th notes.
3 - Easy. There are no crossovers and does not contain very many freeze arrows. No 8th notes.
4 - Slightly harder, but still easy. There can be 8th notes, but anymore than 6 in a song, the scale will be a 5.
5 - Normal. Most 5s contain a few 8th notes, and sometimes have crossovers. Very rarely there will be 16th notes.
6 - Slightly Normal. There can be crossovers in the 8th notes and have many more than 5s.
7 - Hard. Contains lots of crossovers and 8th notes and oftenly has 16th notes in some spots.
8 - Harder. 16th notes can be scattered and there can be 8th note jumps, crossovers, and freezes.
9 - Very hard. There is lots of chaos, jumps, and crossovers.
10 - MAX-H. 16th notes are all over the place and are hard to hit. There are lots of hands in these ones.
11 - MAX-2. Long streams of 16th notes are throughout the song and have even more hands and jumps.
12 - MAX-E. Hardest difficulty. There are lots of streams of jumps and 16th notes, and sometimes there are a few 16th jumps. Some points make you double step.

Wait, this was pretty close to normal, but oh well.

05 = 200 - 239
06 = 240 - 279
07 = 280 - 319
08 = 320 - 359
09 = 360 - 419
10 = 420 - 479
11 = 480 - 529
12 = 530 - 599
13 = 600 - 650
14 = 650 - 700
15 = 700 or more MAX COMBOs

/ stages (so long versions = double those, etc.)

Okay, so it doesn't take into account patternwork, but face it, most actual difficulty for adept players revolves around raw stamina now, anyways. Patternwork just determines the quality of a chart, not necessarily it's implicated difficulty.

but i say do it like DM (01-99) its a good idea, and like guitar hero 5, their dosent even have to be any 99 songs yet (guitar hero 5 didnt have any lv 10 songs for guitar)
