What makes a simfile good or bad?
What makes a good file:
On Sync
Not a lot of awkward double steps
Appropriate difficulty for the music
Steps go with the music
Chart is not boring
Fun to play on pad/keyboard
Rated correctly
Has a Heavy chart
Gimmicks make sense if used
What makes a bad file:
Offsync
Bad flow
Severely over- or undercharted
8th note or 16th note syndrome
Steps that go to nothing
Files are misrated or not rated.
Bad graphics
Attempting to make a really hard chart when you can't pass hard charts,
even on keyboard(see some of Konami's hard charts like DEGRS)
Crappy quality videos that take up a lot of space

Since you've probably largely summed it up already I'll add what I personally think makes a file even better:
Good edit structure i.e. no crappy or confusing fade-outs.
Song edit "tells a story" or otherwise attempts to give the best part/s of the song whenever possible.
Lyrics included where possible.
Lyrics are correct and the style used is consistent.
Lyrics are plain white; no weird colour choices.
Decent to high quality video.
Video is well cut and in-sync.
Possible to tell that the creator put in a lot of love.

Then that's your opinion. You can always turn them off if they bug you so much, but that doesn't mean that they shouldn't be included (nor be of good quality).

When FFR was still up and running with simfiles, a vast majority of the "dance" steps were bad because it feels like the creator never attempted to step them (the same can be said about some Konami charts too). I at least learned from the bad charts on what NOT to do when I create my own steps.
