Right-click the .exe, click the Compatibility tab, change to Windows XP SP3, checkmark Run as Administrator. More often than not that'll do it.
Also, you might want to install it outside of Programs if you are not the computer's Admin.

Windows XP Mode is even better. You don't even need a CPU with hardware accelerated VM features now.

Windows XP mode is only available on Windows 7 Professional or higher, and requires a decent bit more from the system to run well.

Compatibility Mode and Running as Admin was no dice. And yeah, XP Mode would definitely work, but it's available only in Professional and up. I may have to don the eye patch and parrot for this. I wasn't sure if Aaron or Dr. D might know of getting this to work on Windows 7 or if there was a special build.
As for what this is, it's a DDR Edit maker that allows you to create edits for songs way beyond with the CS titles support. This doesn't really work for us here in America/Europe as it can't produce edit files for American/European machines (as far as I know).
