So a SN machine in my area refuses to boot up and after about five minutes displays this

Anyone know of a fix or is this something that would need to be shipped in for repair?

Wow, that's very hard to read. Would've been better if you held the camera more steady.
Erm... it looks like it cannot read from the hard disk drive.
But it's asking if you want to "recover", the highlighted option is "yes".

Well my camera phone is pretty lacking but the screen itself was also kinda blurred.
Hmm so what's the step procedure here? I'm guessing that circle at the bottom would suggest hooking up a PS2 controller to select an option right? If I'm not mistaken the SuperNOVA series runs on a PS2

Yup, it needs a hard disk check.
As you correctly surmise, you'll need to plug a PS2 controller into the PS2 that is inside the silver Python 2 box to be able to press the button - IIRC the cabinet I/O is not active until the game has booted properly. Bad design for the lose.
