Yup. How you do it depends what you want and from what game. Ripping from arcade ISOs is easier than ripping from console games.

Yes and no. The data is on a harddrive making it easier to get, and in the case of X/X2 the game is running on Windows. However is all cases the data is also encrypted which requires someone who's good at cryptography to hack through before being able to use it.
It's also possible to grab RAM dumps but I haven't seen anyone try that with arcades before.

Well, I could rip stuff by running the publicly available crack for DDR X (the one that only shows the demo loop) and hooking it to a tool called DX Explorer.
In short, it dumps stuff in RAM.
