Photoshop takes skill, time, patience, and a bit of messing around with the program to make banners and backgrounds...

With that being said, none of us can really help you, only YOU can help yourself make banners and backgrounds. If Photoshop had a magic button you could press to make banners and backgrounds appear in mere seconds then by god i wouldn't be here right now.

Photoshop CS through CS5 is your best choice.

Now go and explore the wonders of the Lasso Tool and the Sponge Tool. Oh and INVERT BUTTONS.

On a serious note, I'm currently using Photoshop Elements 8. What do you find are the fundamental differences? I was considering purchasing the professional edition, but that was a bit out of my price range...

Unlike the full version of Ps, Ps Elements cant export files in CMYK, it has a simpler color management system, and lacks some plugins that are found in Ps. Elements is mostly for photographers rather than print production. Thats mostly what I remember about the program.
