I know silly question and all but I wonder why they kept these games in such low PS1 level resolutions when DDRMAX on up got higher resolutions when they went on the PS2. Yeah I know that 9th on up got new AC hardware, but I'm talking about the CS games here.

To keep it consistent with the AC releases I guess. I'm not bothered as it doesn't affect gameplay much and as for the DDRs they only looked minorly better than the AC counterparts.

Hm.... maybe the engine for IIDX 9th Cs is different. 
Somewhat like the difference between DDR 4th Mix - DDR 5th Mix & DDR 6th Mix.
DDR 4th Mix still running on 40 frame / seconds.
DDR 5th Mix running on 60 frame / seconds but the video BGs still awfull.
DDR 6th Mix runnig on 60 frame / second too + with different arrow shape. (Starting using AVI BG videos)
IIDX 3rd - 8th CS still like PS1 because Konami still don't have better engine for IIDX until IIDX 9th . (I guess...)
