What about if a user decides to "flag-spam" - ie they flag every post in x number of threads just to flood the moderation panel with useless junk?

Then this would be an offence in itself, and they'd get a penalty, which'll lead to a ban if they don't stop.Anyway, good idea Al.

Good feedback guys.
1. It will never help a negative value unless the rating is already under -100, but by then it doesn't matter cos that user is already banned.
2. User's can't simply flag posts without giving a reason, there will be a textbox for users for giving the reason for a flag.
3. IPs will be checked if a certain person decides to make multiple accounts.
4. Quoting without adding to the discussion would be an offense as it doesn't add to the discussion!
5. People shouldn't be getting paranoid as you get 10 chances, and if you don't learn within those chances, then they deserved to be banned.
6. Posts that were made before this implementation goes live do not count.
7. Flag spammers will get penalised.

What about when an excessive amount of people will quote a YouTube video or image but it's in a relevant thread? Would that count as a penalty?

This sounds like a good idea. Unfortunately, you'll most likely spend most of your time going through flagged posts, most of which may be false alarms, while you're on this site.
