What's the easiest way to go about this? I need to add some characters to the foreign character sheets, and I know I need to edit the configuration and add the characters to the sheets, but I'm just wondering what's the best way to insert those characters into the .png sheet.

There's a program called Bitmap Font Builder. The readme for StepMania should link to it, as a matter of fact.
