Underlined Usernames

Why are some usernames underlined? I've seen people like piepiepie75, so I'll use him as an example (if you don't mind, pie).

I know it doesn't happen when I hover my cursor over his name. Is this like a quirk or something? Or does it signify a high user rating? (Because he does have one!)
