I downloaded some ITG metal/cel notes from https://josevarela.net/SMArchive/NoteSkins/ the archive.
For some reason they seem to appear in game like this

how do I get them to appear normal and not purple? and how do I fix it where its not showing dots/broken arrows?
I just wanna download it and get playing already. But its just having issues with this version for some reason. Do I need to downgrade my sm5 client to get them working correctly?

The noteskin you downloaded isn’t for 5.0.12 so it’s not working right. You should probably upgrade from that old version to ITGmania.

The noteskin you downloaded is the one for 3.95 builds. Those use a different system for displaying notes. You'll want Jousway's Metal 3D and and Cel 3D, located in the StepMania 5 section.
