Is it possible to adjust the default theme for StepMania 5.3 OutFox to have a portal. It allows you to randomly highlight a song without being locked to it.

It is possible, just that the wheel graphic for the portal option is missing.
Under the [MusicWheel] section of the theme metrics, you must add this line:
ShowPortal=true
When you enter the music select screen, it'll look like this:
