The editor is comprehensive.
There are third party tools to assist.
But is it practical?
Wouldn't it be more practical to develop, in-game, a small tool/app that simply records whatever you press as the song plays, and then after that is finished, you use the editor for small touch-ups to fix problematic areas?
Better yet, develop another small tool/app that compares the bpm to your keypresses, and points out those inconsistencies so you know areas where you slightly slipped up?
seems like that would be a quick ticket to an explosion in simfile creation, aside from simply training an artificial intelligence neural net to create simfiles.
anyway, easier said than done! I'm not a zenius. Thanks for allowing me, a complete stranger, to download your files, join your community, and rant into the open air.

You can use record mode in Stepmania by selecting a region with (shift + pgup/pgdown), hitting record (ctrl + r), and then going back over it and making changes.

From my experience simfile creation requires a lot more planning and granular control than would be afforded with just going through the song in real time. I've run through the song in real time in chunks to complete lower difficulties when I'm feeling especially lazy, but otherwise I find it too hard to get the results I want. To put it into perspective, I usually take anywhere from 20 min to a few hours to write upper difficulty charts (including sync and BPM gimmicks)

You can easily change what quantization you want the notes to be for record mode...

You can easily change what quantization you want the notes to be for record mode...
To clarify, use the left and right arrow keys in the editor to change your quantification. Red notes are 4ths, blue are 8ths, purple are 12ths, yellow are 16ths (use this for recording).
And a follow up, you can hit (ctrl + hold pgup/pgdown) to select multiple measures at once. Otherwise, you'll be stuck doing one measure at a time.
You'll also want to sync your files and make sure you have the right BPM. I'd highly recommend ArrowVortex, which you can find here:

Yeah, I forgot to mention it, but ArrowVortex is bloody brilliant. Highly recommend it.

Yes, maybe. I wanted to test ArrowVortex, but my Intel Shit Graphics on laptop said "fuck you" and showed black screen. What I want to say? Like an alternative you can use DDream Studio, although it can be obsoleted.
