It's not about america getting the A20 update, it's about more locations getting access to the game at all. Hopefully D&B changes their mind.

Considering the ones we got are japan builds of the game, and until we have evidence that Konami has any plans to release A20 over here officially through the over the air updates, or updated builds, it's not happening. A20 will be exclusive to Round 1.

KAC exists, though, and since the KAC will almost certainly both be on A20 AND will most likely be an international tournament, they've gotta release A20 here in some capacity eventually.
