I've got some awesome songs to make for a songs pack, but the question is, how do you design the graphics, for them? I want the design to look like it's from an actual DDR game. Take this for example:

That's a fairly broad question!
The industry standard would be Adobe Photoshop and Illustrator. But programs like the GIMP and Paint.NET are free alternatives. Plenty of tutorials on YouTube!
