This is an extremely difficult question, as so many different factors make me love each DDR game differently. But if I had to go off of every factor of what I love about every game (Content, nostalgia, look, etc.), I'd go with this.

SN2 had a great selection in new songs, the best chart quality in "normal" songs (especially considering there are very few "boring" charts) and very cool boss songs IMO

I'm honestly more surprised MAX 2 is ranked so low; they improved a lot of the issues MAX1 had (brought back older songs, brought back the ratings chart, etc.). I do, however, love the fact everyone hates X.
I haven't really played a lot of the AC DDR games, so...
A > Extreme > MAX 2 > 4th Mix Plus (admittedly I have not played this one, but would love to have a CHD of that if I ever got a DDR cab) > 5th Mix > MAX 1 > 3rd Mix Korea Ver (so many songs missing, and Knott's Berry Farm had it for the longest time. 16. DDR X. Ugly theme, terrible new announcer, terrible X-special charts, terrible western cabs, what about this game aside from On the Bounce do I even consider worth a shit?
15. DDR 2013. This is the poorest mix of the modern era, in my opinion. Very generic theme and a songlist that made me wish Japan would just stop creating music. If I recall correctly, also plagued with crashes.
14. DDR 1st/1.5. Gets points for being the game that started it all, at least. Introduced us to the duo of PARANOiA and Trip Machine that remain the two most remixed Konami originals to this day, but also had some of that weirdness that could only stem from the first game ever made in the franchise. A curious piece of video game history.
13. DDR 2014. Lower than most would put it, right? I just thought this installment was rather sloppy. Remember that bug where selecting EGOISM 440 could crash the machine? Yeah, that was funny. The game's most known for the Replicant d-Ignition event that nobody fuckin' liked.
12. DDR MAX. Yeah, it introduced Healing Vision Angelic Mix and MAX300, and had some songs like FLASH IN THE NIGHT that really deserve more love, but the engine was pretty janked and getting rid of the difficulty ratings was a dumb idea. Thankfully, they brought them back in the console release.
11. DDR 2nd. The game where KONAMI ironed out a lot of weird shit in the 1st game and added more of everything that made it work. Not much more to say about this one.
10. DDR SuperNOVA. Personally, my favourite menu music in DDR! Also... uh... it had Healing-D-Vision? Yeah, this game was weird. After four years of absence following EXTREME, DDR returned with this game, and it was universally considered "eh". Hardcore players would be hanging onto their r21s for a few more years, but these were EVERYWHERE in spaces that encouraged casual play. Shocking considering EXTREME only featured a single 16 while this game had a few 17s and even 18s. (None of the 18s being good)
9. DDR 3rd/3rd PLUS. Arguably the most famous mix of DDR in history, being the basis for DS EuroMIX, DDR USA, and being literally EVERYWHERE. While it has the legendary status, it doesn't hold up too well today, with some pretty questionable charts in the upper difficulties, and the "jukebox" songwheel not being a good choice for a game with this amount of music. It worked with 10-20 songs, but now there's just too many.
8. DDR X3 vs 2nd Mix. The HD remake of 2nd Mix in the game was really cool and the game had some cool originals (with it expecting you to play Trip Machine Evolution and Paranoia Revolution on 2ND MIX MODE originally. Like fuck that was gonna happen) but it fell flat in the theme department and felt like, aside from 2nd Mix mode, these songs could've just been updated into X2 and nothing of worth would've been lost.
7. DDR SuperNOVA2. I struggled for some time deciding where to put the two SuperNOVA games on this list, but I decided around the middle as these games really... felt like a mix of both the worst of DDR and best of DDR. SuperNOVA2 was the first game to make Marvelous judgement a standard in gameplay, adding a MASSIVE amount of replay value for high-tier players. It's just a shame the timing window for it was shitty and unpredictable. Also, this game is notable for being the last game before the announcer swap that we've sadly had to live with up until current day.
6. DDR MAX2. MAX wasn't that great of an AC mix, but I feel like this one really put the franchise back on track. With an impressive increase in songs and the introduction of Challenge courses, I think the actual best thing about this game is that bloody colour scheme. Is there ANYONE who doesn't like the black theme? Looks beautiful. The only thing that holds this back is that, in my opinion, the big soundtrack doesn't really have too many... enjoyable new songs in it. Sorry.
5. DDR 5th. Many consider this an extremely underrated mix, and while I agree that it's one of the better ones, I think most people just say that because of how much stuff was removed from this in MAX. The songs in this game give it a very distinct, unique personality among DDR mixes, with bizzare stuff like the theme from Enter the Dragon. It's an interesting game for sure, and the uniqueness definitely bumped it up a few places.
4. DDR 4th/4th PLUS. Looking back on the games from 1 to 5, this one was the best in my opinion. A VERY unique theme with even a custom songwheel that hasn't been seen before or since, a cool female announcer, this game was original as hell and the songlist was pretty damn good too. An all-around classic mix.
3. DDR A/Ace. Fuck me, I struggled to place this one the most. I hate the menu music and the overall theme of the game is rather average, so why does this rank so high? One word: playability. For the first time, they have fixed Marvelous timing so scoring is now much more fun and much less luck-based. This single change shot the game from about 10th position all the way up here because it's simply the best engine DDR has ever had.
2. DDR EXTREME. What a lot of people to be consider overrated, I consider to be placed right at the top with the best. I don't care what people think, even though the theme was essentially a green MAX2, the amount of good content in this was staggering at the time. They improved the courses, added more charts, had some crossovers no one would've ever thought would make it... It's the best 573 mix of all time and you can't change my mind.
1. DDR X2. No surprises here if you know me. The crossover game was strong with this one, and considering it brought many of my all-time favourite songs and charts to DDR, it's only a good thing. The events were cool, the theme was sleek yet understated, and it's the game that really brought me back to the franchise in my early teens after being semi-familiar as a wee lad.
So there's my list. Probably debatable as all hell, but it's my opinion, so whatever.
