So, I haven't noticed that Konami released a new DDR Surprised

Yep. If you want to see what's gone down with this game so far since its release on March 14th, check out the earlier posts in this thread. So far, we've had two different extra stages, new songs, some coming from console releases, and the Private Bemani Academy event. Oh, and as part of the aforementioned event, we've also set a new record for most steps in a single song in DDR that isn't a long version or nonstop megamix with 860:

On top of that, we have a completely restyled cabinet:

Elemental Creation Single Challenge is probably the most sensible 18 in the entire series, wow!

Definitely agreed. Although I'd say it faces a little competition with Anti-MatterChallenge.

What I don't get about Elemental Cration Challenge Though is the fact it has 860 Steps and is a 18, When Valkyrie dimension Challenge has 712 steps and Paranoia Revolution Challenge has 753 steps, and they're both 19's. I guess it's because of the way they designed the charts?

Elemental Creation is really straightforward with the way the steps are placed, and aside from speed there's not much there that presents as much a challenge as Valkyrie dimension Challenge and whatever the Challenge steps for Paranoia Revolution are supposed to be.

MFC on the Beginner chart haha nice!

A lot of the charts for this game look fantastic, I'm really envious I'll never get to experience them outside Stepmania!

According to the OGG files on this site, Elemental Creation is 02:12, and PRevo is 01:51. That's over twenty seconds difference. And naturally speaking, the longer the song, the more steps it may have. 100 steps could easily be added in a twenty second timeframe.

100 steps at 5 steps a second really isn't that fast, it equates to a 150 bpm 8th stream, which isn't tiring by any stretch of the imagination, I could stream 200 bpm 8ths for hours.

(And there are people who can stream 140 bpm for 2 hours with great ease, haha)

This is the real reason elemental creation is an 18 and VD is a 19 though

We know very few things about the difficulty rating process, but we do know this :

1) The difficulty rating of a chart isn't determined by the ammount of steps, the ammount of steps per second, or by considering fan-created concepts like bracketing or double-stepping. When they look at a song, they do certainly consider how much Stream, Chaos, Air, Voltage and Freeze, and also how intense and prolonged the periods of chaos and stream are.

2) The songs are sometimes assigned difficulty ratings before the charts have been written. Valkyrie Dimension for example, was written specifically to be a 19. If these charts are finished and don't live upto the difficulty intended for them, they get re-written.

3) For a song to move from an 8 to a 9, or a 17 to an 18, there is usually a clearly definable reason that someone should try and beat all most the 8s, before moving onto a 9. As Taro said, Valkyrie Dimension sets itself apart from Elemental Creation, because it's difficult in more than one way. If nothing else, it's a 19 simply because Konami suggest that players should try and beat all of the 18s, before attempting it.

Just because the ratings are official, doesn't mean they're perfectly accurate. And what aspects of a stepchart is easy or difficult can vary from player to player.

You can't seriously agree with Elemental Creation being easier than Valkyrie Dimension or PARANOiA Revolution, can you?

But generally when ratings are deemed inaccurate they get changed in revisions, and it's also due to what players/fans think. See the many difficulties of Arrabiatta, or FLOWER 17 -> 15.

"Give me a steady beat."
Is that a double negative or a triple negative?

I was intentionally not commenting on the comparison between the specifically. I don't even play at that level. Just saying that two song with the same rating may not present the same difficulty for a player. There are 14s I can breeze through and 14s that destroy me. They probably all deserve to be called 14s, but because they're not the exact same charts with the exact same patterns, to me, some are easier and some are harder.
