I could see it happening in the case of something like a Captain Jack or smile.dk song, which appeal specifically to longtime fans, but not to casual observers.

The point of the licenses is to attract people to the machine for the operational lifespan of the machine. The point of unlocks (specifically time-based unlocks) is to either keep players coming back, or to bring back players who haven't played the game in a while, and to give it a second breathe of life. With that in mind, certain licenses would definately do the job, especialy in a game themed around nostalgia.

Generally they go up to 150 but usually the unlocks slow down after level 100.

Actually, the enjoy levels pretty much go infinitely high, it's just the last unlocks are usually at 150.

Looks like this is the pattern for unlocks

Every five enjoy levels, there is a song unlock. The song unlock patterns seem to go like this:

05CS song
10BEMANI Crossover/Album song
15CS song
20New original song

Wash, rinse and repeat

Next unlock should be a CS song followed by an original song.

Bemaniwiki says Seule is the lvl. 35 unlock and CHRONOS is the 45. If this is the case, does this mean they simply skipped over 40? Also, Rescue Me and Seule unlocked back to back so maybe there's a different pattern to this or maybe its just Konami being Konami.

No, it's just the guy got a little confused on his enjoy levels. He stated yesterday that Ribbon Magic was the level 35 unlock. Here's how I think the unlocks have gone

5: Mermaid Girl
10: Find You Again
15: Tribe
20: Something Special
25: COME BACK TO MY HEART
30: Rescue Me
35: Ribbon Magic
40: Seule
45: Chronos

OK thanks this makes more sense but I don't remember Ribbon Magic for whatever reason.

EDIT: Just noticed that the CS songs switch between DDR I and DDR II songs, so next song should be DDR I. Hoping for the god-like A Geisha's Dream (Ruffage Mix) to finally slay the masses at the arcade.

Seule in Lv. 35 was also by WARKEN3, the player who previously reports a new song by Seiya Murai as the level 35 song, so he actually reported 2 Lv. 35 song and no Lv. 40 song.
I'll try to ask this player on twitter if it's a typo or something.

Why would you wish that upon anyone?

It is most likely a typo because he literally reported those two songs on two different days, so it would be strange if he did unlocked two songs, reported one, and then waited another day to report the other.

You get EXP for doing things and you get "level up"s. Playing a new song gets you a bunch of EXP but it can take a while to level up barring that.

Really hope WARKEN has enough time to get to 55 tonight.

EDIT: He confirmed Seule was at level 40. The pattern stays.

Where is he atm? almost 50?
