Worst stepchart for me :
1. There You'll Be
Single. Awful, very unmatching. 
2. Taking It To The Sky . Same with above. Awful.
3. Justify My Love . Too many unmatching Freezes.
4. someday.... . The song is Great but poor stepchart. Again, unmatching with the lyrics or the song.

and PARANOiA Revolution (and several others) are better than these, definitely.

... but yeah, this one is kind of terrible. Disappointing; I liked that song. . Too many unmatching Freezes.I just haven't played someday... because I can't imagine what a good chart would look like to the chorus part.
Don't think anyone else has knocked End of the Century yet. Cannot figure out how to make that chart fun... my sister loves that song but whenever she picks it I'm like "whyyyyy."

Heh, I'm indifferent for END OF THE CENTURY. It's a good song to train your doublesteps (this is serious). Or in another word, your leg strength to be able to hit several arrows with one feet, which results in higher jackhammer endurance.
Also, B4U ("VOLTAGE" Special) isn't that bad... until you get to the last part which I still can't figure out how to do it correctly with SHUFFLE.

Besides the usual suspects that pop up (HP2, DDR 2010 and DDR II charts), I will offer some of my own.
Sync - This one also sticks out as a sore thumb for crossover abuse that isn't fun.
Ska Ska No 2 - Doesn't really follow the horns/rhythm well, especially at the bridge and that jump sequence at the end is just a WTF. I don't even mind the jackhammers as they at least go with the rhythm.

THE REFLEX Heavy. The only part of the chart that actually goes with the song is the last 4 arrows.

I wonder how nobody mentioned this but Mario Mix is an easy, but excellent game to be honest. No crap charts! (UDLR isnt that bad)

I thought PARANOiA EVOLUTION (X-SPECIAL) was not very good. To me, the chart is very annoying and was more of a "step down" from its original chart.

I spent an afternoon reading your history of DDR a few years ago, and I got the general sense that when the light and standard steps started competing with the heavy and challenge steps in terms of difficulty, things started getting ridiculous. I expect that on some songs (i.e. boss) but really, glancing at the SN2/X charts it seems like everything is hard, all the way around.
To add to the discussion, while I don't necessarily think it's the worst stepchart out there, So Deep
singles with the gallops is obnoxious. My chest hurts just looking at it. I do not want to think heart attack from galloping when I go to pick a song.

In my opinion, I personally pick the Heavy chart for LUV TO ME (AMD MIX). I just think it's really odd to me.
