What's happening is that there's 15 files with points, and 16 places to fill. So if it ends like this, who gets the last spot? Also, how are ties broken anyway (if all of those involved vote)?

I am judging based on my own points system, awarding points for things I don't like. If you score high, I don't like your chart. I'm only judging the DH and DX charts to promote the doubles agenda.
I'll subtract points for things I like only if needed for tiebreaking, or on a whim.
Doublestep: When the player has to use the same foot on two arrows without using the other foot on anything in between in order to remain facing the screen. Holding down a freeze counts as using the other foot only if it goes at least to the second arrow. Fix by moving steps around there isn't a doublestep. Base of 1 point if the arrows are 1/4th or more apart. Base of 2 points if the arrows are 1/8th apart. Base of 3 points if the arrows are 1/12th apart. Base of 4 points if the arrows are 1/16th apart. Add the number of previous doublesteps in the chart to the base to get the total.
Musically inappropriate jump: When the chart has a jump, but the music at that point does not justify the jump. Might be tolerated if they are not in streams. 1/16 points.
Top heavy chart: One that has one or more death streams at the beginning, then drops one or more foot ratings for the rest of the chart. Fix by making the opening a bit easier (reducing movement) and the rest of the chart a bit harder (increasing movement). 2 points.
Bottom heavy chart: The inverse of a top heavy chart. Fix in the same way. 2 points.
Ambiguous step: A step that comes after a jump or two holds that let up at the same time. It is placed equally distant from where the player's feet are, so its placement does not indicate which foot is meant to be used. If the player uses the wrong foot on it, they end up in the wrong position for comes after it. Fix by moving the ambiguous step to be closer to the foot that is meant to be used. 1/4th the points of a doublestep.
Ambiguous start: When the first step is ambiguous. For singles, this means starting with an up or a down arrow. For doubles, this means starting with an assumed previous position other than R1L2. Starting with L1 or R2 are also considered unambiguous. 1 point.

As you can see, you can really rack up the points if you put in a lot of doublesteps. Before you know it, you'll be right at the top of my "never play their files again" list. Keep it up, and you can rank higher than Konami.

Doing both would smooth out the transition from easy 9 to hard 10 territory.
Total: 12 points.
