Nope, it says:
Collect 9 stars and the Extra Stage will be available regardless of your rating.
(Dunno if the slot below new record text is for this purpose.)
Clearing a song normally will earn you 2 stars, so that's 2 plays for a chance to ES.
(Even with a rating as low as B; sources pointed out that the 3rd star can be earned with an AA.)
Amalgamation will also be available in ES traded with stars.

Okay, I've just read people predicting that stars will need to be collected to access Extra Stage. I hope it isn't so true, how will Local Mode keep track of the stars?

Well, there appear to be 9 spaces for stars from the haunted rhapsody screenshot , and if one of the earlier comments is true then every unique AA would net you 3 stars, meaning that even without E-amuse a regular 3 stage game would give you ES on all-AAs, just like X2. However this is just my speculation, since none of the stars are filled in that screenshot.
